Warren Gamaliel Harding followed Woodrow Wilson as 29th President of the United States in 1921. He died, in office, in 1923. 'As President', Francis Russel writes in his Foreword, 'he has come to be rated last in the hearts of his countrymen', yet he argues, were the scandals of his administration so much worse than those of succeeding, and indeed, recent ones? He draws an interesting parallel between Harding and Eisenhower, who, he feels, most resembles Harding in outlook, and what befell their reputations.
Harding was accused of being a puppet, a handsome straw man with a rhetorical voice and an empty head who by a chain of curious circumstances, arrived in the senate and then was propelled into the presidency by a cabal of reactionary senators and the oil interests. Francis Russell, on the other hand, argues that Harding was neither a fool nor a tool; and his rise from journalism in Ohio to the White House certainly makes for fascinating reading. His lifelong sense of insecurity Russell attributes to smear, joyfully exploited by his opponents in 1920, that he was part negro, and throughout his life, and even afterwards, Harding certainly had a gift for arousing scandal: so much so that Francis Russel has been forced by court injuction to excise from his biography several passages from Harding's letters to his mistress.
If Harding's administration is best remembered for corruption and the notorious Teapot Dome scandal, it represents nevertheless a period of American history that warrants the rich and serious treatment that Francis Russell gives it. Harding, as he points out, 'came at a dividing point in history when men moved forward and looked back. The first new President after World War I, he was also the first President to be born after the Civil War. His election was in one sense a nostalgic yearning to recapture the years before the war, seen through the imperfect haze of memory, at a moment when twentieth-century America was inevitably if belatedly taking form'.
